Continuous 405 Disablities Code Violations At Chester Mental Health Center.

Patients should not be forced drugs against their will, assaulted because they defend themselves, or used to enhance the 'prison industry', so that violent/lieing employees, can maintain the luxury lives they live, from the business of 'psychiatry'.

My brother(David P.), has for over (15) years now, been a victim of the 'psychiatry' industry, being FORCED psyche drugs against his will.
At the age of (13), simply returning home from school(not a gangbanger), he was accosted and retaliated on.
For TOO long, he felt he had to go along in order to be left along.
He is/has been, truly remorseful for any harm he caused because of his fears.
At the age of (17), a shooting took place and he was jailed with OLDER inmates and was raped.
He had a nervous breakdown and was labeled as schizophrenic, along with a few other not true psychiatric labels.
Upon him serving his time and being released, he was accosted again(a gun pointed at him), trying to defend a younglady who was being forced in a car.
Another shooting took place and after a few years of court appearances, he was sentenced to ELGIN, (for rest).
In 2001/2, an article was written in the Elgin newspaper stating that if Elgin didn't get the money they wanted, Elgin would be the 1st place they target and THAT's when David was RAILROADED to Chester Mental Health Center, in Chester, Illinois and FORCED psyche drugs again,(against his will).
He has been passed over on several occasions for his transfer out, because we won't be intimidated by the guards who abuse patients, instigate fights between them and falsify "red" level writeups on him(and I'm sure others).
I have in my possession, many written complaints we filed, that has falsely been viewed as not true, when we have ALSO, photos and witnesses to these ill events happening to patients at CMHC.
The money being spent to house him, could be used to counsel him as an OUTPATIENTS, for proper counseling, is truly needed, instead of abuse, being that his time has been served.
The LIES being told on David, is a violation of his 'Human Rights', to not be subjected to 'Cruel And Unusual Punishment', along with the physical assaults, causing him to DEFEND himself from troublemakers.
Guards threaten patients to go along with their perverted whelms or their privileges are revoked, such as phone privileges, recreation and even fair meals.
The Patient Handbook, states that the only way a patients mail can be opened by CMHC, or their phone privileges restricted, is that that person, is a terrorist.
David is not a terrorist. THEREFORE, CMHC, has no right to restrict his calls or tamper with his mail, asa false form of punishment or convenience to them to orchestrate other violations(which they do).
The admins.(such as Patricia Kelley-Mosbacher(retired in 2011), David Dunker, still employed there), has been proven by I and others, that they ARE involved in the COVERUP of ABUSES on patients, at CMHC.

FORCED PSYCHIATRY, ENABLES ABUSES, LIES, FALSE WRITEUPS AND DELAYS OF TRANSFERS OUT OF CMHC, ALONG WITH DETERIOATION OF PATIENTS BRAIN CELLS, WHICH IS 'ABUSE'. ABUSE OF ANY KIND IS PROHIBITED, ACCORDING TO STATUE 405 OF THE DISABILITIES CODE. CMHC, HAS TOTALLY VIOLATED THIS CODE/LAW AND IT MUST BE STOPPED.
